The 'Change Password' tab is missing due to users set to use same setting.
Cause:
The 'All users of this PC use the same preferences and desktop settings' option is enabled in 'Control Panel', 'Passwords'. System policies set by the system administrator may have restricted access to this particular option.
Solution:
Select 'Control Panel', open 'Passwords', and select the 'Users can customize their preferences and desktop' radio button.
NOTE: Administrative rights may be required to solve the problem. Please contact your administrator or next-level support.
1) Click the 'Start' button to display the 'Start' menu.
2) Select 'Settings' and select 'Control Panel'. (The 'Control Panel' window appears.)

3) Double-click the 'Passwords' icon. (The 'Passwords Properties' dialog box appears.)

4) Click the 'User Profiles' tab. (The 'User Profiles' tabbed page appears.)
5) Select the 'Users can customize their preferences and desktop settings' radio button.

6) Select one or both of the following options in the 'User Profile Settings' group:
a) Include desktop icons and 'Network Neighborhood' contents in user settings.
NOTE: This option allows saving of desktop shortcuts and 'Network Neighborhood' settings.
b) Include Start menu and Program groups in user settings.
NOTE: This option saves custom settings for the 'Start' menu and program groups.
7) Click 'OK'.
